Estonian President Suggests EU Should Prepare for Talks with Russia
In comments published on Monday, Karis noted that despite years in which the EU has avoided direct engagement with Moscow, circumstances could eventually require renewed diplomatic communication. He questioned whether the bloc is prepared for such a scenario, stating, “Are we ready if the war ends today or tomorrow?” and suggesting that preparations for future talks should already be underway.
He also proposed that the EU consider appointing a special envoy to reopen communication channels with Russia. Karis argued that smaller member states should not be excluded from decision-making in any future diplomatic process, especially given their involvement in supporting Ukraine. He emphasized that countries such as Estonia and Finland, which have “jointly invested in Ukraine,” should retain a voice in shaping EU positions.
Karis dismissed concerns that Russia might launch an attack on Estonia, suggesting that such narratives may be influenced by external fears or political motives.
Estonia, a NATO and EU member bordering Russia, has been one of Ukraine’s most consistent supporters since the escalation of the conflict in 2022.
At the EU level, financial and military backing for Ukraine has continued to expand. According to reports, the European Commission recently approved a €90 billion ($105 billion) emergency loan package for Ukraine covering 2026–2027, funded through joint EU borrowing. The measure reportedly followed months of internal disagreement, including opposition from Hungary before its eventual withdrawal of objections.
Despite these developments, senior EU officials have largely resisted calls for renewed engagement with Moscow. EU foreign policy chief Kaja Kallas, who is also Estonian, has urged member states not to re-establish direct contact with the Russian government and has insisted that any negotiations should be preceded by concessions from Moscow.
Russian officials, meanwhile, have accused European supporters of Ukraine of obstructing peace initiatives led by the United States and of increasingly preparing for broader confrontation with Russia.
